If you make three requests, or indeed if you make thirty, you'll only be assigned one recipient to write/draw one request for.
Your assignment will display all the requests your recipient made, but you only have to fulfill one of them. e.g. if they request Nick Fury, Steve Rogers/Natasha Romanov, and Peter Parker & Shuri, you only have to write/draw one of those, not all three.
At least one character/relationship in your assignment will be something you offered. You have to write/draw a character or relationship in your recipient's requests, but it doesn't have to be the one you matched on if you prefer to fulfill another of your recipient's requests instead.
You're also only guaranteed one gift (assuming you fulfill your assignment); your gift creator will only be obliged to write/draw one of your requests.
Each request and offer slot in the signup form can contain 1-5 characters or relationships. This is because AO3 only allows 10 request slots and the exchange allows up to 50 characters/relationships to be requested. Basically: if you put the tags Peter Parker, T'Challa/Nakia, and Steve Rogers/Bucky Barnes in one request slot, that doesn't mean that your gift creator has to include all three things; they only have to include one.
